Ok, I suggest a better system for you:
Still 2 or 3 rounds, but every round have 2 turns with exchanged role: the first one gives a record, the second try to overthrow that. (Or sum your frags, if it sounds better.) In this system there is not need of balancing the strength. This works so good if preds slaughter marines without any rules! So this could be the end of all idiotic rules what restricts you. This game created with diferent races because they don't need to be simular. The prey will not be as deadly as the hunter. This is the good in this game. It's enough that every killer knows there is a bullet for him too. Muhahahahahaha! So, what do you think?

Ok, I can give a little help:
The UT has a game type called assault from where I've got this idea. In that there is one or more objects or locations what the defenders have to defend, the attackers have to shoot apart. There is nothing interesting till this, but after a succesfull attack they will be exchanged and the new attackers have as much time as much needed to the defenders to make a succesfull attack. I can tell you, this was the most interesting game mode that I have ever seen! But I think, this game would be much better with this mode because of the diferent species! In this system that will fair, if eg. the pred uses disc and pistol (in any number) to slaughter mans! And I think, against this to make a good number of frags the teamwork will be more important. And I think, there is the same situation between the aliens and humans (mostly on a good level with minigun and spider mines).
